Biography

David Howell is a Vice President of Strategic Marketing Innovations (SMI), located in Washington, D.C.  Dave has 38 years of experience executing research, development, & manufacturing activities that includes advanced batteries and critical materials. Dave served 20 years at the U.S. Department of Energy, most recently as the Deputy Director of the Manufacturing and Energy Supply Chains Office (MESC). He led efforts to establish multi-billion-dollar programs funded by the Bipartisan Infrastructure Law and Inflation Reduction Act to catalyze investments in the battery manufacturing supply chain. Prior to MESC, Dave served as the Director of the DOE’s Vehicle Technologies Office (VTO) and Program Manager for Battery R&D.  Dave served 12 years as a Research Associate with Oak Ridge National Laboratory focused on polymer composites, and 6 years as a commissioned officer assigned to the Air Force Materials Laboratory. Dave was founding Chair of the U.S. Federal Consortium for Advanced Batteries (FCAB) and received the NAATBatt International “Lifetime Achievement Award” in 2018.
